When I use TexatOut() to print the value for TTimePicker:cTime it is in
military time (24-hour format) so that 4:00 PM prints out as 16:00. Is this
intended? If so, is there a function to convert it to 12-hour format?

I wanted to add that I have specified a custom format of "hh:mm tt"

Try to use TTimePicker:cText instead of cTime.
