Using next code:
SET DELETED ON
USE Ucty NEW EXCLUSIVE INDEX Ucty
::oDbfBrowse1:SetDbf("UCTY")
If all records in the DBF are deleted, the browser always shows 1 empty row, and the
:oDbfBrowse1:nDataRows returns 1. Is this the correct behaviour?
How to determine, if they are no records to display in browser?

Take a loot at the property TDataset:lKeyExact.

Yes, but I use a pure DBF, take a look at the project I was sent you in another thread.
