Just wondering if the XP Themes should be working under 2003 server. I just
realised that even xailer isn't using XP themes either. Is this to be
expected?

Sorry, I should have googled it
There is a Theme service that needs to be started, then you just tell it
what theme to use etc via normal desktop properties.
Xailer looks much nicer when Themes are turned on as well
