OEMTEXT vs TEXT copying

Hi,
I've been having a problem with the way Windows 7 chooses to copy text
into the clipboard. Inexplicably, after it's been running for a while,
it decides to start copying text in oemtext format. This affects
certain types of applications, like some dialog boxes on the web or
desktop; UltraEdit; and Xailer.
The symptom is that the text which was copied to the clipboard is no
longer available to these applications. When you perform a <Ctrl V> or
Edit/Paste, nothing appears. If I run a clipboard monitor, it
demonstrates that the text has been formatted in CF_OEMTEXT format, but
the CF_TEXT format is empty.
This doesn't happen for all applications. For example, it doesn't
affect most desktop apps, and doesn't affect Notepad or Notepad++.
This is not an Xailer issue, but if anyone has some insight, it would be
appreciated. I love UltraEdit, and still like to use Xailer from time
to time. But this copying & pasting issue makes it less convenient.
